The CalHEERS project is responsible for building the CoveredCalifornia.gov website that enrolled over 800,000 Californians in health care plans and over 1.5 million in Medi-Cal plans in the first two years of operation. Scott led a team who were responsible for all aspects of Project Management including financial performance, contract management, and client satisfaction. Specific responsibilities included:
- Financial management throughout the project
- Managing over 20 sub-contractor entities
- Managing the amendment process for the prime contract adding more than $100M in contact value in the first two years of the project
- Establishing and adopting plans and processes required to effectively manage the project, including Communication Management Plan, Staff Management Plan, Requirements Management Plan, Risk and Issue Management Plan, Change Control Plan, Conversion Plan, Implementation Plan, and Project Completion Reports.
- Maintaining customer satisfaction in the high-pressure environment. Reported project progress, escalated risks and issues to client managers and executives, and created finance snapshots, and stoplight reports.
- Project Management Tools: Microsoft Project Server for schedule and resource management; Clear Quest for risk and issue management, Rational Requisite Pro for change control and requirement traceability. SAP for financial and contract management. Sharepoint and Team Foundation Server for project artifact library.
