The mission of the Consortium IV (C-IV) Project is to implement a business model that would transform welfare processes into a dynamic, outcome-oriented system. The Project provides an integrated, user-friendly, automated system to manage the increasing complexity of the public assistance and employment programs, and to achieve the outcomes required by welfare reform. The C-IV Project is the largest welfare program ever developed by Accenture. The C-IV Project has two phases: the first is the 3.5 year Development and Implementation phase (completed in October 2004), and the second is the 13 year Maintenance and Operations phase.
Responsibilities included leading the Implementation and Change Management Teams across 4 counties to prepare 6,000 county staff to effectively utilize the new technology. Scott provided leadership for the following activities
– Business Process Reengineering for 60 business processes in 4 Counties
– Developing and Implementing a 4 year Communication Plan
– Building a Change Network of 300 Coaches
– Aligning Sponsor Expectations and Project Goals with Project Outcomes
– Measuring the Success of the Project
– Building and managing an Implementation Support Team of 150 staff across 4 counties
– Facilitating the Implementation Readiness Assessments for all 4 counties
– Managing the legacy system cutover process for all 4 counties
